SOUTH SALT LAKE — Police have identified a 37-year-old man found dead on an I-15 on-ramp Wednesday, but they are still trying to determine how he died.

The body of Jeffrey Scott Keenan, of West Jordan, was discovered in the middle of the road about 4:50 a.m. by a motorist getting on northbound I-15 at 3300 South. Police at the time said no pieces of car or other evidence that would indicate being hit by a vehicle were found at the scene.

Because of the constant flow of traffic in the area, South Salt Lake police investigators believe Keenan's body hadn't been in the roadway long when it was discovered.

Police said Thursday that Keenan had injuries indicative of a ground-level fall, including a fractured jaw, lacerations on his chin and abrasions on his forearms. A medical examiner has yet to determine a cause of death in the case, and toxicology results are still outstanding.

A search of Utah court records indicates Keenan pleaded guilty on Oct. 8 to retail theft, a class A misdemeanor, while misdemeanor charges of drug possession and trespassing were dismissed.

Keenan has been convicted of multiple misdemeanor and felony theft charges dating back to 1996. He pleaded guilty in 1998 to aggravated robbery, a second-degree felony; in 2010 to obtaining identifying documents of another person, a third-degree felony; and in 2014 to possession of a controlled substance, a third-degree felony.
