ROCHESTER, N.H. — Hillary Rodham Clinton is promising to make "high quality preschool" available to all 4-year-olds in the next 10 years if elected president.

Clinton is detailing one of the first policy proposals of her 2016 campaign during a Monday campaign stop in in Rochester, New Hampshire.

The Democratic candidate says childcare shouldn't be just "a warehouse." Clinton says it's important to invest in programs to address the needs of parents and children.

She spoke to a group of parents and children at a YMCA early childhood education center in New Hampshire. Clinton says she will double federal funds and grants for Head Start programs and propose a tax cut to help parents with the costs of raising children under the age of 3.
