There is another option for the prison problem: Send the violent prisoners to foreign nations. Then those nations could earn the money it would cost us to keep the prisoners here. Release the nonviolent prisoners to house arrest. If the house-arrest prisoners violate the terms of their incarceration, they could be sent to the same place as the violent prisoners. Then we could tear down the Draper prison.
