SALT LAKE CITY — A former contractor for the Salt Lake County Jail's kitchen has been charged with having sex with two inmates at the facility.
Heather Kaye Biggs, 31, of South Jordan, was charged last week with one count of custodial sexual relations, a third-degree felony, for the allegations dating back to June. A warrant for Biggs' arrest was issued along with the charges, and jail records indicate she has not been booked into or bailed out of the facility.
At the time of Biggs' initial arrest in June, investigators indicated the contract worker may have been manipulated by the two men and possibly others into having sex with them in secluded areas of the kitchen, but that her alleged encounters with them amount to a crime because the inmates are not legally able to give consent.
"We're still working on the specifics of what motivated the relations. But it's safe to say there was some manipulation involved," Salt Lake County Sheriff Jim Winder said at the time. "I think that the inappropriate relationships were predicated on them trying to gain other things, specifically contraband brought into the facility. … It wasn't simply just inappropriate interactions."
The arrest was the result of an ongoing internal investigation in collaboration with the Salt Lake Area Metro Gang Unit.
Biggs was a contract kitchen employee at the jail, working for Trinity Services, when the alleged activity occurred. She had been working at the jail since 2014.
The kitchen has one civilian worker for every seven inmates, and there were about 35 people working in the kitchen at any given time when Biggs was working. Biggs' job was to help heat prepared meals and load them onto trays to be delivered to inmates.
