Special registry?

We came to the United States of America during the McCarthy era, when applications to enter the United States were thoroughly vetted. Only after three intensive and searching interviews at the American Consulate and several affidavits supporting our application, plus two years' waiting time, were we granted to enter this country.

It would be well to mention, we had been granted political refugee status because we escaped from communist East Germany. What is wrong with fingerprinting applicants from Eastern countries and placing them on a special registry?
