SALT LAKE CITY — A man claimed to be a member of ISIS while threatening to kill multiple Salt Lake City police officers and their families in a confrontation over the weekend, according to criminal charges filed Tuesday.

Isoa Hoboi Blake, 32, of Salt Lake City, is charged in 3rd District Court with assault by a prisoner, a third-degree felony; failure to stop at the command of a police officer, a class A misdemeanor; making a threat of violence, a class B misdemeanor; intoxication, a class C misdemeanor; and failure of a pedestrian to yield, an infraction.

Blake allegedly initiated a confrontation Saturday with a Salt Lake police officer at 650 South and 900 West. The officer noticed Blake "crossing the street from side to side, yelling obscenities at him," charging documents say.

The officer told Blake to stop and "come to talk to him," according to the charges, but he "continued to yell at (the officer) and said, 'Chase me,' then took off running down the street."

Other officers were called to assist, and police used a Taser to subdue Blake, court documents say.

"(Blake) continued to yell racial slurs and obscenities (and) said he was part of ISIS and was going to kill the officers and their families," the charges state.

Blake allegedly kicked one of the officers who helped arrest him. His charges allege he smelled of alcohol and admitted to drinking and using spice.

Blake was taken to the hospital for evaluation after his arrest and later booked into the Salt Lake County Jail, where he remained Tuesday.

Court records show Blake's lengthy criminal history in Utah includes convictions for assault against a police officer, failure to stop at the command of a police officer, assault, criminal mischief, child abuse causing injury with recklessness and felony drug possession.
