ROOSEVELT — On a vote of 3 to 1, the Roosevelt City Council on Tuesday appointed David Labrum to fill the seat vacated by Albert Foster in November.

Labrum, a Roosevelt native, was sworn in during the meeting by City Recorder Carolyn Wilcken and immediately took his seat. His term will run through 2019.

Labrum, who is part owner of L&L Motor, previously served on the Duchesne County School Board from 1987-1995 and on the Roosevelt City Council from 2010 to June 2014, when he resigned to be the president of the Vernal LDS Temple.
