Despite the tax restructuring passed by the Legislature and how it is described by politicians or the media, if the state is collecting more money and they are guaranteeing education to not lose funding, this is a tax increase. The heavy lifting will be done by increasing the property taxes through school districts, which in the end is a net increase in taxes. 

The plan is that since school funding meets the least resistance from the public, let the districts do the final piece that will raise the taxes. Smoke and mirrors in the end, this is a tax increase and everyone knows it.
