My expectation of Congress is that it focuses on major issues that affect the American public and that can only be dealt with at that level. Some of the major issues that come to mind include the future of Social Security, the federal deficit, health care and immigration.
To my knowledge, they have made no significant progress in any of these areas for years. Instead, Congress has elected to focus on partisan issues. Since Congress was supposedly elected by the people, how can the people have control over what Congress spends its time working on?
