As the New Orleans attack has proven, crowds coming to and from events are indeed soft targets for terrorists. Streets where the sidewalks are crowded with pedestrians should be closed to vehicle traffic before and after events. All vehicle traffic should be diverted away from streets where the sidewalk is potentially crowded. This will also allow crowds a little more space to walk. I would encourage more attendees to use public transportation. The main purpose is to remove an easy, soft target for terrorists.
