Howard Carl Badger, a local real estate broker and land developer, as well as a former member of the Utah House of Representatives, died Feb. 24 of complications from a heart ailment. He was 74.

Mr. Badger founded Badger-Jensen Realtors, where he worked until his death. He developed "The Hills" subdivision in Bountiful along with numerous other residential, industrial and commercial properties. He is credited with being the first Utahn to successfully convert an existing apartment building into condominiums.He was elected to the Utah House in 1942.

Mr. Badger was a former regional representative for The Church of Jesus Christ of Latter-day Saints and served as a mission president in South Africa from 1967 to 1970.

He spent 21/2 years as a captain and chaplain during and after World War II, accompanying current LDS President Ezra Taft Benson as he reopened the church's missions in Europe following the war.

Services are scheduled for noon Monday at the LDS Parleys First Ward, 2350 S. 21st East. Friends may call at Larkin Sunset Lawn Mortuary, 2350 E. 13th South, between 6 p.m. and 8 p.m. Sunday.
