Robb and about 200 followers congregated on the steps of the Giles County Courthouse. When his speech ended, Robb walked on to a city sidewalk where he was immediately presented with a citation that he had violated the city's parade permit law, which allows only one such event a day. Saturday's permit had been issued earlier to a local group promoting brotherhood.
