Millard County officials have financing in place to build an indoor swimming pool in Fillmore.

The contract will be authorized by the East Millard Recreation District, according to Jer'E Brinkerhoff, county commissioner and the district's board chairman.Construction bids will be received until 2 p.m Tuesday.

The pool is being financed with a $750,000 loan from the Utah Community Impact Board, secured by matching funds from the county and the district. The district, which comprises communities in the East Millard County area, is authorized to assess fees and taxes to operate and maintain the facility.

The county and Fillmore City agreed last year to each contribute $250,000 for the pool's construction. In early February, county officials met with the state's Community Impact Board and presented a proposal for a $750,000 loan. County commissioners and administrators visualized that the $500,000 they had in matching funds could be invested and the revenue from the investment used to retire the state debt over a 15-year period.

The Impact Board, which gets its revenues from mineral leasing, provides grants or loans to impacted communities and counties.

In early February, the board approved Millard County's application for the loan at an interest rate of 4 percent. Although the board usually requires a 30-day waiting period before a loan or grant is authorized, members unanimously approved the county's request on the same day it was submitted.

The pool will be built near the Statehouse Museum and the county courthouse. Construction is expected to begin soon after a contract is signed, and officials are hoping for a July 4 pool opening.
