The Navajo Tribal Council has elected Nelson Gorman as its first speaker of the council, signaling the birth of a three-branch form of tribal government, including separation of powers between the executive and legislative branches.

Gorman, 56, a councilman from Chinle, told the council after he was elected Wednesday that it was the love the delegates shared as Navajos that makes communications possible within the council.Gorman, who has served for eight years on the council, was recognized as a peacemaker during the tribal controversy that divided the council in 1989.

Councilman Daniel Tso of Torreon, N.M., said Wednesday night that Gorman was selected because of his "maturity and quiet demeanor."
