Government lawyers brought new charges Monday against rebel leader Gregorio Honasan and 31 military officers and civilians under a new Philippine law that severely punishes coup plotters.

The law, which took effect in January, increased the penalties for coups d'etat to up to 40 years in jail, the Justice Department said in a statement. An earlier law provided a maximum 12 years in jail.Only five of those charged are in custody. The rest, including the charismatic Honasan, a cashiered army colonel, are still at large.
