The Civil Alliance, a group of labor leaders and intellectuals widely considered the main opposition to the governing National Salvation Front, has declared itself a political party.

The new party chose a soft-spoken 55-year-old literary critic, Nicolae Manolescu, as its leader.He described the party as "a cross between Poland's Solidarity and Czechoslovakia's Civic Forum.
