The quarrel between government entities in Highland may be over. The City Council met in special session Friday night to approve an agreement between the city and Alpine School District over the long-standing disputes involving the construction of Mountain Ridge Junior High School and the extension of 5600 West.

The council approved the 16-item agreement unanimously.The agreement, signed by Alpine School District Superintendent Steven Baugh, was sent to the council to end a debate over rights-of-way and road construction that began last year and that held up construction and involved court suits by both the city and school district.

The school district agreed to give Highland a right-of-way for 5600 West along the western school boundary from 10400 North to the Pebblewood subdivision. The right-of-way will extend to within 12 1/2 feet from the back of the school's track. That right-of-way had been an earlier sticking point in negotiations.

Alpine School District also agreed to construct sidewalks, curbs and gutters along the western boundary of the new road from the school to Pebblewood subdivision.

The district will install the curb and gutter to the south end of the parking lot by Friday, Oct. 15, if possible.

The city will build the road to the south end of the parking lot by Oct. 25 but only if the curb and gutter are already installed.

The city agreed to foot the district's bill for making the parking lot one-way, with traffic flowing south to north.

Highland City also agreed to dismiss its 4th District Court suit against the district.

Councilman Glen Thurgood raised a concern that the curb and gutter so far installed by the school district is three-tenths of a foot too high above the road. He wants the district to put in new curbing or to guarantee any modifications to the pavement for at least a year.

The city awarded the road project contract to Geneva Rock Products, which will begin Phase I, taking the road south to the end of the parking lot.

Geneva Rock gave a base bid of $49,558.88 for the first phase, but that sum will change somewhat due to construction modifications made after the bid was submitted.
