Dear Do-It Man: I am a Vitalizer distributor and I have a problem. I need some information for a buyer and I can't get in touch with the head company. It is called P.A.C.E. Setters and is located at 3005 S. 48th St., Tempe, Ariz., phone number (602) 438-2700.

Each time I have tried phoning I get, "I'm sorry, your call cannot be completed as dialed." I have called Arizona information trying to locate the company's phone number with no success.- V.A., Tooele.

Dear V.A.: P.A.C.E. Setter Seminars of America, whose last address was 1783 W. University #133, Tempe, has an unsatisfactory record with the Phoenix Better Business Bureau. It does not meet BBB standards and the bureau advises caution when doing business with the company.

You aren't the only one who can't get in touch with the company. The BBB, too, has been unable to reach a company representative to verify its present status. The BBB assumes it is no longer in business.

According to the bureau, the company did business under a number of names in addition to the one you mention including Multi Tech, Inc.; P.A.C.E. Setters of America; Pacesetters; and The Vitalizer.

The company markets an in-line fuel treatment device for automotive vehicles. It is called, as you might guess, the Vitalizer. It sells for $130. According to the company's literature, distributors are not authorized to imply endorsement, certification or approval by any government agency, regulatory body or independent testing laboratory.

According to the BBB, the Air Resources Board says it is not aware of a basis on which "the Vitalizer device will provide either a decrease in exhaust emissions or an increase in fuel economy."

The BBB has received complaints alleging misrepresentation of the product and failure to refund money.

The BBB's report says that for a time the company responded to consumer complaints referred to it by the BBB but not always to the customer's satisfaction. Eventually the company stopped responding to complaints.
