Joyce B. Fox, the executive secretary and administrative assistant to the commissioner of higher education and the state Board of Regents, has been named the top state employee for 1993.

Fox received the Earl Conder Outstanding Employee Award, which includes a $1,000 U.S. savings bond, from Gov. Mike Leavitt during a ceremony at White Community Chapel on Capitol Hill.She was selected as one of 13 departmental winners of the Top Employee of the Year Award. The citation consists of a letter of commendation from the governor and a $750 bonus.

Fox has held her job since the Board of Regents was established in 1969. She has provided effective and loyal service, according to Commissioner Cecelia H. Foxley, missing only one board meeting because of a death in the family.

Runners-up for the award were John A. Mathews, Murray, classification manager for the state Department of Human Resource Manage-ment; and Fred H. Van Der Veur, Manti, warden at the Central Utah Correctional Facility at Gunnison.

Besides Mathews and Van Der Veur, the departmental Top Employee of the Year Award winners were Clyde B. Argyle, Spanish Fork, Department of Agriculture; John E. Brockert, Salt Lake, Department of Health; Brent B. Cleverly, Woods Cross, Department of Administrative Services; Alan Gardner, Huntington, Department of Transportation; and Pia Gonzalez, Salt Lake, Department of Commerce.
