Former NHL president Gil Stein "improperly manipulated" his nomination and election to the Hockey Hall of Fame and should not be inducted, according to a league report. Stein, with his appointees on the Hall of Fame's board of directors, was elected to the shrine March 30.

The 65-year-old Stein, who served 15 years as the NHL's vice president and general counsel before his brief stint as president, says he disagrees with the report's conclusion but is still declining induction.
