Government and rebel negotiators appear near a tentative agreement to end a peasant revolt in the south. The official mediator for the peace talks, Roman Catholic Bishop Samuel Ruiz, said the two sides could agree as early as Tuesday night, but the rebels say there will be no real peace until Mexico becomes a democracy.
