Officials began moving 1,500 people in hopes that trimming numbers at Whitehead would reduce tensions. Riot police have been called in to squelch protests by refugees who fear being forcibly returned home. Officers fired tear gas to disperse 400 Vietnamese who climbed onto dormitory roofs, a government spokesman said. Vietnamese held in Hong Kong camps have staged protests and hunger strikes since February, when a U.N. meeting of 31 countries decided to wind up the 18-year-old saga of the boat people by 1995.
