At its Tuesday meeting, the City Council:

- Enacted a six-month building moratorium along its 1.5-mile border with the Jordan River. The time will be spent preparing a master plan for the area, part of which is a low-lying flood plain vulnerable to high waters. City officials have also said they want to preserve the area's open space for part of a trans-valley Jordan River Parkway.

In other community activities:

- The Sandy Youth City Council celebrated "National Youth Service Day" by visiting residents at the Sandy Regional Convalescent Center.

- Zoning-enforcement officers started a crackdown on "snipe signs," small placards and handbills posted illegally on public properties and rights-of-way. Most violating signs are on utility poles, and city workers have removed more than 100 from local thoroughfares.

- Mayor Tom Dolan spoke at a performance of the America West Symphony Chorus - a local group - noting the organization's 14 performances over the past year. Dolan called the group the cornerstone of Sandy's arts community and reviewed its seven-year history, which included a three-week tour of Scandinavia and a current invitation to perform at the Tivoli Festival in Denmark.
