D. Larry Anderson, director of the Utah Division of Water Resources, has been elected chairman of the Western States Water Council, which represents 15 states on water policy and planning issues and works closely with the Western Governor's Association.

Anderson has been a member of the council since 1985 and was most recently secretary-treasurer. The council is tackling issues such as reauthorization of several federal laws involving water and implementing water-conservation measures.
