KaysvilleThe Davis County Mosquito Abatement District is holding a public hearing on its proposal to double its property tax rate to build new storage and office facilities over the next three years. The tax on a $75,000 home would go from $3.88 annually to $7.75.

In its Jan. 5 meeting, the City Council:
- Set a public hearing for Thursday, Feb. 2, 7 p.m., possibly at Layton High school, to listen to protests and comments about the creation of a special service district to add secondary water to ZIP Code area 84041 that currently lacks Kays Creek Irrigation.
- Received a $200 donation to the recreation department from Central Davis Junior High's rubber duck derby held last fall.
- Named Leslie Foy, former Bountiful resident now living in Kaysville, as the new Heritage Museum curator. He replaces Kent Day, who retired last year.
- Held a public hearing and added a hiking trail element to the city's general plan. The plan has a goal of someday allowing for five trails in the city's foothills at Hobbs Canyon, Snow Canyon, Adams Canyon, Kays Creek and a Bonneville shoreline trail.
- Held a public hearing and approved an annexation policy declaration for land at 1465 E. Highway 193, owned by Thornley Investments.
- Finalized an annexation of property at 786 S. Main.
- Passed a resolution creating a board of equalization and review for the Whitesides and Chapel Street special improvement district.
- Ratified the appointment of Carlton Ericson as a new planning commission member.
- Accepted a donation by Union Pacific Railroad of the Veterans Park property at 155 W. Gentile. The land has been previously leased to the city and is a small city park next to the U.P. railroad tracks.
- Voted to allow Prestige Cadillac to legally own property it has used along the vacated 400 W. Street corridor for the past 25 years since I-15 was built and Hill Field Road was moved north. The land had been given to the city by the Utah Department of Transportation, and the eastern triangle of the land could have been given to two private property owners in Hill Villa subdivision.

In its Jan. 3 meeting, the City Council:
- Amended the city's animal control ordinance so that pet owners can renew their annual licenses year-round instead of during January only.
- Approved the re-appointment for Scott Mikesell as the city's representative on the Davis Energy Recovery District's administrative board.
