Utah County Commissioner Gary Herbert, right, is sworn into a new term of office Monday by 4th District Judge Lynn Davis. Herbert, 49, was appointed to fill a commission seat in 1990. He won elections in 1990, 1992 and 1996. If he finishes out his third term, Herbert will become the longest-serving Utah County commissioner ever at 101/2 years. Herbert, a Republican, ran unopposed in the November election. Herbert said one of the biggest challenges he will face during the next four years is dealing with Utah County's growth. Another priority is getting the Legislature to approve a county sales tax to supplement the county's property tax revenues.
