Billy Lee Walker, an assistant Utah attorney general, has been appointed chief disciplinary counsel for the Utah State Bar.
Walker replaces Stephen R. Cochell, who left to return to a full-time law practice. The bar disciplinary counsel represents the bar in cases involving allegations of lawyer misconduct.A graduate of the University of Utah College of Law, Walker served as an adjudicator for the State Insurance Fund from 1979 to 1981 and was an assistant attorney general from 1981 to 1984.
Following a brief stint as a securities analyst in the Utah Division of Securities, he served three years as director of administrative hearings in the Department of Social Services.
Walker was appointed deputy commissioner and staff counsel in the Utah Department of Financial Institutions in 1988. In 1993, he rejoined the attorney general's office, serving as a division chief in charge of the staff that handled cases on behalf of the Office of Recovery Services.
