"The likelihood of finding such evidence in the future is becoming more and more remote," Peter Golsch, spokesman of the National Transportation Safety Board, said Thursday. But he and James Kallstrom, the FBI chief in New York, both said that no theory has been ruled out. "There is no change in what we have said over the last few months," Kallstrom wrote, which is that all three theories of what caused the explosion - bomb, missile or mechanical failure - "are still on the board."
