Frank Phillip Higley, slipped away from this life to the loving arms of his mother on Tuesday, March 14, 2000 at the home of his dear friends.
He was born March 20, 1961 to Kenneth and Ruby Higley, in Roosevelt, Utah. Frank spent his life bringing joy to others through his talent with floral design. The beauty that God has created was exhibited to all when Frank was the designer. Frank loved being with his close framily members and many friends who became like family.
His mother, Ruby, preceded Frank in death. He is survived by his father, Ken; and many family members who love and treasure their relationships with him. Frnak will be remembered for his charming and loving ways and his ability to make others happy.
Private family services will be held. Also a wake celebrating Frank's life will be held at a later time.
