On Sept. 28, 2001, the U.N. Security Council approved Resolution 1373, which set requirements for member states to follow in combating terrorism.

Nations will be required by the resolution to impose strict controls on financial activities, weapons sales and issuance of forgery-proof identity papers, among other requirements.

It's as though the Sept. 11 attacks have supplied leaders the excuse for submerging American sovereignty under U.N. authority, an excuse that had been sought for so many decades by internationalists like Jimmy Carter, George Herbert Walker Bush and Bill Clinton.

The Sept. 11 crisis would help supply the motivation for making a reality out of the old 1961 State Department study titled: "A World Effectively Controlled by the United Nations," authored by MIT professor Lincoln P. Bloomfield.

Russia's Vladimir Putin, a careerist of the murderous KGB, the man who brought terror to Grozny, the Chechen capital, is one "partner" against terrorism. Chinese President Jiang Zemin, overlord of the People's Liberation Army, which slaughtered pro-freedom civilians at Tiananmen Square, is our partner against terrorism, even as Putin and Zemin arm Iran, a terror state, with weapons of mass destruction.
