Residents of Hanoi make their way down a flooded street Monday. Floods caused by two days of heavy rains have killed 26 people and inundated thousands of homes in northern Vietnam and Hanoi. Monsoon rains have killed nearly 950 people and displaced more than 23 million across South Asia over the past two months. In Bangladesh, the Jamuna River overflowed its mud embankments, flooding a dozen villages.
