Davis County Commission Chairman Dan McConkie is among three people honored as County Official of the Year by the National Conference of Republican County Officials

"That was really a big surprise to me," McConkie said. "It was kind of fun."

The award is given the officials who are active in stumping for other GOP candidates in their jurisdictions and have exhibited "outstanding leadership" for their county, the Republican National Committee said.

This year McConkie and two other county officials — a treasurer and a recorder —were given the annual award.

Draper

Draper will hold a groundbreaking ceremony for its $4.8 million City Hall on Saturday, Sept. 7, at 11 a.m., at 1050 E. Pioneer Road (12400 South).

The 45,000-square-foot building will be constructed about a block from the current City Hall.

City officials hope the new building will act as a catalyst for economic growth in Draper's historic town center.

Murray

A consultant and the city's administrative staff have jointly recommended to the City Council that Murray increase its water rates by an average of 48 percent.

Murray Public Services Director Doug Hill said Wednesday the increase is necessary to cover the cost of adding fluoride to the city's drinking water, pay for improvements to an aging infrastructure and finance construction of a $5 million water-storage tank.

The recommendation was presented to the council Tuesday night, but no action was taken.

Under the proposal, the base rate for residential water service would increase from $5 to $6.01 a month.

The fee for water use, currently 62 cents per 1,000 gallons, would increase to 72 cents during winter months and $1.04 during summer months. The seasonal rate structure is intended to encourage conservation during the dry summer months, Hill said.

If the measure is adopted, the typical residential water bill would increase by 68 percent in summer months and 28 percent in winter months for an average of 48 percent, Hill said.

Murray last raised its water rates in 1996.

Salt Lake County

Salt Lake County Clerk Sherrie Swenson will visit all 18 senior centers during September and October to explain voting programs.

Swenson began the "Senior Tour" 11 years ago as a way to help seniors understand the various programs available to assist them in voting, such as special voting equipment at county polling locations and absentee voting options. She also registers voters and demonstrates punch-card ballots.

Salt Lake County

At least two public hearings will be held about about the proposed Millcreek township during September.

Although Salt Lake County Council members have expressed their support for a single township in the area, they will accept comment about the possibility of two townships, incorporation of portions of the area, and they'll accept comments from people opposed to any of the ideas.

The first hearing will be held Sept. 10 at 6 p.m. at Skyline High School, 3251 E. 3760 South, and the second will be Sept. 24 at 5 p.m. at the County Council chambers in the County Government Center.
