An adult should have the right to conduct himself in any manner he wishes, so long as he does no harm to others. That includes not wearing a seat belt, eating too much, smoking or the myriad other things people do that may do them harm.

It is not the Legislature's job to "codify our societal expectations" or to protect me from myself.

Let me suggest some more practices which, using such logic, we should outlaw: riding motorcycles, hang gliding, rock climbing and and not exercising. All these activities can lead to early death and high medical costs. Going without a seat belt is stupid. However, freedom means being free to do stupid things. Teach people correct principles and let them govern themselves.
