Miss Venezuela Mariangel Ruiz won't compete in the June 3 Miss Universe pageant in Panama. The Miss Venezuela Organization annoounced Friday it was unable to obtain U.S. dollars needed to send Ruiz. Officials blamed strict foreign exchange controls imposed amid a general strike earlier this year.
