The Economic Development Corp. of Utah has named Michael Flynn as director of existing business development. Prior to his new appointment, Flynn served as manager of the EDCU Research Data Center, overseeing the collection of information and statistics on statewide business trends. He is a graduate of the University of Utah.
James Baugh has joined First Community Bank as a commercial loan officer for the Salt Lake area. Prior to joining First Community, Baugh was a commercial loan officer and credit analyst for another bank. He is a graduate of Southern Utah University.
Chet Opheikens was named general manager of R&O Construction's Las Vegas office. He will oversee the employees and daily operations of the regional office. Most recently, Opheikens worked in the R&O business development department at the company's Ogden headquarters.
Strong & Hanni Law Firm has named Robert L. Janicki as group leader of the firm's construction law practice group. In addition to construction law, Janicki concentrates his practice in the areas of products liability and insurance. Access Development, a Salt Lake-based private-label discount program deliverer, announced two management staff changes. Mickey L. Taylor was named vice president of the company's educator access division. Taylor joined Access Development in 1999. Prior to that, he spent nine years as a teacher/coach. Andrew T. Graft joined the company as senior marketing manager. Graft has more than 10 years of marketing experience.
Richard R. Nelson, president and chief executive officer of the Utah Information Technology Association, was named incoming treasurer of the Council of Regional Information Technology Associations. CRITA is a consortium of technology councils and associations representing more than 22,000 technology-related companies in the United States.
Mike Jasper was named corporate director of sales and marketing for the long distance carrier Tel America. Jasper has been with Tel America for 18 years and previously served as northern region general manager. Tel America is headquartered in Salt Lake City and maintains 11 offices in five Western states.
The Utah Dairy Commission has hired Mike Brown as director of marketing and communications. Brown will coordinate the commission's marketing, public relations and promotions efforts. Prior to joining the commission, Brown was vice president of corporate communications for a local bank. He is a graduate of SUU.

John Lee was promoted to operations manager for Layton Hills Mall. Lee will oversee the property's overall maintenance, including security and janitorial. He also will be involved in capital projects, new store construction, safety training and vendor contracts. Lee joined the Layton Hills Mall team 14 years ago.
