Beware of UTA. It would be a mistake to merge school bus service with UTA because UTA is very uncooperative. We never had a single problem with school buses during all the years all my kids went to school. However, with UTA Paratransit, it has been a constant headache with one battle after another. We are dropping out, and my daughter will no longer go to her sheltered workshop. I've heard of many other special needs families also quitting UTA for non-cooperation. Everything is one-sided "according to UTA (inaccurate) records" even though our records and witnesses contradict them. There is no ombudsman to consider both sides, so the passengers always lose.
