I don't claim to speak for Gov. Jon Huntsman, but I understand why he is changing personnel in the bureaucracy. It is clearly shown in the contrast between two serious disasters addressed by two different agencies.

The first disaster was the train transporting radioactive waste to Envirocare two weeks ago. DEQ had a responsibility to monitor the water dripping through the waste. When Envirocare turned the railcars away because of irresponsible handling, the DEQ director just shrugged off the incident, saying that no one got hurt.

A week ago, a live 105mm howitzer shell hurtled over a mountain, landed in a Pleasant Grove back yard and did about $150,000 damage to a home. The DOT director took immediate and full responsibility for the accident.

When government takes no responsibility for its actions, it is no longer responsive to the people.
