The owner of a Salt Lake dog kennel was arrested and booked into the Salt Lake County Jail Thursday for allegedly luring a teenage boy with drugs and alcohol and molesting him.

Blaine Jay Tracy, 49, was booked into jail for investigation of sexual abuse of a child, dealing in harmful materials with a child, sexual activity with a minor and forcible sodomy.

Tracy is the owner of Lucky Dogs Resort, 255 N. 400 West. Investigators say he actively sought out boys between the ages of 14 and 16 in places like convenience stores, said Salt Lake City police detective Robin Snyder.

"He's seeking out people that look like they drink. He picks them out," she said.

Snyder said Tracy met a 16-year-old boy, struck up a conversation with him and asked him if he'd like a job.

The boy called Tracy back and set up an interview time.

During the interview at the kennel, Tracy allegedly gave the boy cocaine, marijuana and alcohol, got the boy to watch a pornographic movie with him and eventually persuaded him into sexual activities, Snyder said.

He then used the cocaine and marijuana as a reward for certain acts, she said.

"He tells them they can't have anymore unless they perform sexual acts," Snyder said.

As of Friday, police were seeking charges in connection with only the one boy who they say was molested several timesin June.

He went to police June 29.

Detectives served a search warrant on the kennel and found pornography and drug paraphernalia, Snyder said.

Investigators are now concerned there are other victims and hope that anyone with information will report it to Salt Lake City police.

A check of court records by the Deseret Morning News showed Tracy pleaded guilty to lewdness involving a child in Davis County in 1990 and was found not guilty on an amended charge of sodomy on a child.
