J.M.W. Turner's watercolor "The Blue Rigi: Lake of Lucerne, Sunrise" was sold for $11 million at auction three months ago. However, the painting has been temporarily barred from export, because it is considered a national treasure by the British government. By British law, the government has two months to encourage a national to purchase the painting.
