A bill to set up a new water conservation program for state facilities failed in a close vote in the Utah House Thursday.

HB380, sponsored by Rep. Larry Wiley, D-West Valley City, would have created the State Facility Water Conservation Program and would have directed the Division of Water Resources to improve water conservation.

"Utah ranks second in the country for the most water used in a per-person basis," said Wiley. He said the measure would help the state conserve water.

Arguments voiced against it included that the state Division of Facilities Construction and Management already looks carefully at building efficiency.

HB308 was defeated on a vote of 32 for and 36 against.
