This is a no-brainer. Millions of gallons of water are lost every year through evaporation and soaking into the ground as irrigation water goes along canals. Canals have also been a magnet for little children. Occasionally, they just get old, break open and flood out an area. There is a pipe company in Pleasant Grove that could have provided the needed pipe, yet it is about to go bankrupt and close.
This is a "public works program" that would greatly serve Utah far into the future.
Pipe the canals.
