Gov. Gary Herbert has said education is a priority, but he only gave the public education budget a 2 percent increase. Two percent will not pay for legislated retirement costs and health care, which leaves nothing for active public school employees.

State employees get 2 percent with retirement and health care funded separately. Public school employees need to be treated equally. Education is not a priority.
