The Utah constitution says that the Legislature should create voting district maps. Prop. 4 establishes a commission to create such maps. The map approved by the judge was not created by either of these legal entities and is therefore NOT LEGAL. The Utah Supreme Court should recognize this fact and return the case to the judge with instructions to pick one of the legal maps created by the commission.
