WASHINGTON — The Senate passed the annual defense and national security package on Wednesday, sending the bipartisan bill to President Donald Trump’s desk for his signature before breaking for the holiday recess.

The $900 billion framework outlines priorities for the Pentagon in the 2026 fiscal year, authorizing what the Defense Department can do with its budget. The final bill came in about $8 billion higher than the initial budget request from Trump.

The 3,086-page bill encompasses multiple provisions aimed toward strengthening security at the southern border, revitalizing the defense industrial base, and undoing certain Pentagon policies enacted during the Biden administration that current officials consider to be “woke ideology.”

The bill codifies at least 15 of Trump’s executive orders, including those related to building physical barriers and deploying more troops to the southern border; constructing the Golden Dome missile defense system; and modernizing the development of weapons, among other things.

It also includes a number of provisions specifically benefiting Utah and its military workforce, such as:

  • Over $250 million in military construction projects at Hill Air Force base, including $2.6 million for an F-35 canopy repair facility and $22 million to construct a F-35 maintenance facility, among other things.
  • $145 million for a Utah Air National Guard-led land conveyance and expansion project at Salt Lake City International Airport.
  • $28 million for energy resilience and grid security at Camp Williams in Bluffdale.
  • Requires the secretary of the Air Force to prioritize the full sustainment of the Minuteman III program until the Sentinel program, which is based in northern Utah, reaches full operational capability.
  • $50 million for barracks design.
  • $50 million for minor demolition and construction projects for laboratories.
  • Funds deployment of the National Guard and active-duty members to the southwest border.

More broadly, the NDAA also includes a 4% pay raise for all service members, as has become commonplace every year, and it reinstates merit-based promotions and admissions to service academies.

The bill now heads to Trump’s desk for his signature, and it will dictate how Congress can allocate the money in its Defense Department appropriations bill.
