An influential and individualistic Episcopal Church leader, Bishop William C. Frey of Denver, says he is resigning his office to become dean of a small, financially poor new seminary in an abandoned steel town.

Frey, who wears cowboy boots in the pulpit, says he expects to begin his new job in the fall of 1990 at the Trinity Episcopal School for Ministry in Ambridge, Pa.Calling it "the Cinderella of American seminaries," Frey said he decided to make the move "because of a sense of vocation. I felt a call."
