Joel Robertson Garrett, 63, who served on the General Missionary Advisory Committee of The Church of Jesus Christ of Latter-day Saints, died Tuesday, Dec. 31, 1991, of cancer in Salt Lake City.

Mr. Garrett was president of the California Los Angeles Mission from 1975 to 1978. He also served a Northern States Mission.He was a counselor in the East Millcreek Stake presidency and was the first president of the East Millcreek North Stake from 1979 to 1988. He was a counselor in the University Ward bishopric and counselor and bishop of the East Millcreek 3rd Ward.

From 1954 to 1957, he was a chaplain in the U.S. Air Force.

Mr. Garrett was employed in the paper industry for 33 years, working for Zellerbach and American Paper Co.

He belonged to the Salt Lake Executives Association.

Funeral services will be at noon Saturday, Jan. 4, 1992, at the East Millcreek Stake Center, 3103 E. 3600 South. Friends may call at Wasatch Lawn Mortuary, 3401 S. Highland Drive, from 6 to 8 p.m. Friday and at the church from 10:30 a.m. to 11:45 a.m. Saturday. Burial will be in Wasatch Lawn Memorial Park.
