The Logan Municipal and Cache County councils have agreed to establish an airport authority to operate and manage the Logan-Cache Airport.
Details are to be worked out by both council chairmen, but questions of ownership and annexation were unresolved. The concept of an airport authority was initially discussed by city and county attorneys and administrators in February.
The draft suggests the county follow Logan's recent example in signing over its half-share of the airport to an airport authority.
The county responded with a 4-3 vote favoring creation of an airport authority only if the airport remains in an unincorporated area.
In exchange for the county's operation, maintenance and development of the airport over the last 14 years - at an estimated cost between $400,000 and $500,000 - the draft proposes the city extend its water and sewer service to the airport.
The extension of utilities stalled while controversy over Logan's plans to annex the airport, which lies outside city limits, have been brewing for more than a year.
County Council Chairman Sarah Ann Skanchy supported the draft provisions Tuesday night, explaining the county is not opposed to annexation as long as it is done legally and includes public hearings.
