The Federal Trade Commission has completed a review of the proposed merger of Orem-based Wicat Systems and Jostens Inc. and instructed them they can now proceed with the merger.

Jostens, of Minneapolis, Minn., is a provider of products and services for the youth, education, sports award and recognition markets. The Fortune 500 company had sales of $860 million for the fiscal year ending June 30, 1991.Wicat reported sales of $48 million for the year ending March 31, 1992.
