Freshman Rep. Roscoe G. Bartlett, R-Md., says he didn't mean to offend anyone when he noted that only a third of the names on a list of national scholarship winners represented "the normal American."

Bartlett, addressing a meeting between Maryland officials and their congressional delegation, said he saw a large number of "Oriental names" and "Indian names."When asked later about his remark, Bartlett said he probably used "the wrong word." Instead of "American names," the western Maryland congressman said, "I should have used `European names.' "
