SALT LAKE CITY — The Utah Highway Patrol is reviewing security measures at the state Capitol after they say a highly intoxicated man was found bloody and injured Friday morning.

A janitor found a 24-year-old Layton man in the lobby of the sixth floor of the State Office Building around 4:30 a.m., according to UHP Sgt. Todd Royce. The man had reportedly attended the University of Utah football game Thursday night, had an argument with friends and somehow got injured.

Security footage shows a state employee had used the door about a half hour before he got in.

"A state employee left through that door, left for a break, then used that key card to get back in,” Royce said. “Once back in the building, for some reason that door did not get secured.”

The man, who is not a state employee, was treated for minor injuries to his face. He was cited and released to his father.
